EU Transition Towards Green and Smart Mobility

Toolbox1EU Transition Towards Green and Smart Mobility: Action Toolbox to Unleash Innovation Potentials is a report that was used to provide input for discussion at the informal EU inter-ministerial meeting of Ministers of transport and environment in Amsterdam on April 14, 2016.

More specifically, this report is constructed under a scenario building framework for policy discussion. The scenarios built in under this framework target on investigating an innovative long-term integrated approach, combining EU member states, local authorities and other units as possible stakeholders. Moreover, the application of innovations in terms of technology and governance is also illustrated.

According to the report the innovation potential can be spitted in three main arenas, which are thoroughly explored within this report:

  1. The use of Cooperative Intelligent Transport Systems (C-ITS).
  2. Innovation regarding the reduction of transport emissions.
  3. New instruments for financing investments in sustainable transport.

For each one of the abovementioned arenas a set of instruments are proposed, in order for the policy makers to explore possible combinations and increase available funding and financing.

The report identifies options for public policy action to unleash the innovation potential in the three arenas in a ‘˜Toolbox for Action’ ; an array of policy instruments from which Ministers can ‘˜pick and choose’ and which they can use as an input for their discussions in Amsterdam on April 14.

The focus of this report is on the medium and longer term, making a distinction between the period until 2030-2035 and the period thereafter. During the first period, further intensification of existing policies is needed. However, even during this period, steps should already be taken in order to create a zero-emission transport sector beyond 2030-2035.
